A number of questions have been asked recently about parking on the Green and the Parish Council thinks it would be helpful to explain the position. It needs to be remembered that the Parish Council does not own the Green. The Green is leased by the Parish Council from Blackheath Estates one of the farming businesses in the Parish. Therefore the use of the Green is strictly regulated by the terms of the lease:
- The Green can only be used for what is known as the permitted use set out in the lease. Parking is not a permitted use.
- However permitted uses include Classics on the Green, car boot sales and similar events and community seasonal events. Community seasonal events include summer picnics, carol services and jubilee events. It is implicit in the nature of these events that parking is or may be necessary and it is on this basis that such parking as there is on the Green is permitted.
- In addition to use of the Green being restricted by the lease the Parish Council also has obligations under the lease to ensure that the Green is used safely and not in a way which will cause nuisance or inconvenience to neighbouring properties. This is why to the extent there is any parking on the Green as part of a permitted use it needs to be carefully managed.
- The Parish Council has to take out insurance in relation to the Green and needs to ensure that nothing is done which would invalidate its or the landlord's insurance.
The Parish Council have bought new equipment for the Village Green and refurbished the football and basketball goals. This has been paid for through Parish Council Community Infrastructure Levy and a grant from East Suffolk District Council.
